I'm trying to start up a home studio to record some of my stuff, but I dont have much experience nor do I know where to start. I had a friend that used a 4 track to record and then dumped the data on a computer and worked on it from there. Would you recomend this method? What computer software should I look into? I dont need to make tons of techno beats, so some of the software just seems like overkill and or not geared towards my purposes of audio recording.

I would'nt record everything through the 4 track first, maby just some things for effect.
Check out Reaper for PC or Garageband for Mac. I think these are great to learn the basics of recording software.

    Interface's are a big subject.
You might run a search to see options for budget, quality, number of I/O.
    Lots of options.
