Steve Howe effects

I came across this on Youtube. I think the singer does a phenomenal job with the Trevor Horn material and has a more animated stage presence than the others. What is the effect that Steve Howe is using at about 3:02. I've heard it in a bunch of Yes songs and it almost sounds like a distortion device coupled with an octave divider. However, at times it just sounds like a distortion device. Anyone?

a lot of instruments are playing the melody in unison. The guitar effect sounds like a fuzz pedal. Has to be something that cuts through as it is a primary line. Then he is playing his volume pedal with it, after the distortion pedal in the chain. It's not amp distortion as then the distortion would have changed with the volume.
