Just paid for a pedal, from existing Paypal balance, and included my Verified Address of course...
I usually get an email "Receipt for your Payment."
    This time got "Payment Initiated."
States in the email that the seller has to accept the payment.
Is this something new? Only time I ever had to accept was when there was not a Verified Address.

Makes me want to sell something to see if Paypal ask's me if I would like to accept or reject this money.

Well at least its nothing I did.
For those that are interested, I'm not really so unemployed anymore, and any business that is fed up with Paypal or wants to save some money should contact me. :)

If the buyer doesn't have a confirmed address, then the seller needs to accept the payment before it goes through.

    I think...

It has to do with new Premier accounts, I believe, having to accept the payment before Paypal gets its pound of flesh. Or people who don't have premier accounts and are over the $500 for the month-they have to upgrade to accept the payment. I'm so irritate with PP for the $500 limit, I'm going to stop accepting them on anything substantial. They have my money for a few days, and collect a few points of interest on it, why do they ALSO need to charge me 3%? Credit cards do that because they have to borrow money to cover purchases, but Paypal is NEVER in a negative situation-they always get the money before they pass it on-so what risk or cost is there for them?
