I have a fender deluxe reverb RI. Is it bad for the amp to have its volume at a low level, but have my dirt pedals at high levels to achieve louder sound?

No, it shouldn't matter, or hurt the amp. All you are doing with that scenario is making the signal hotter on the front end, so the input section is pushing a hotter signal into the power section, forcing them to overdrive early. Now tone wise, it may not be what you want, but that's all subjective. If the tone works, don't worry about it.

Ideally, you want the amp volume up high to drive the power section into saturation naturally.... That is if you like overdriven tones, or not if you prefer cleans...
