Is it normal for tubes to not share the same amount of visual brightness? For ex: I installed a fresh quad of 6L6's in my Dual Rec, the inside pair emit like the sun, but the outside pair emit like embers, one moreso than the other! Amp sounds fine though, just don't know if this's normal? Thanks!

Yes - normal, especially with modern tubes... assuming you're talking about the orange filament glow, not plate glow! The filament glow is what you see when the amp is on standby. If the bright glow is only when the amp is not on standby, that's more serious.

It's the same whether Standby or On!

Just differences in the filament glow then, almost certainly nothing to worry about.
