Recommend some very versitile/tweakable phasers! I like reeeeaaalllly long, airy sweeps in conjunction with some of my delay and reverb pedals. Budget around $240, willing to go used.
I love my Moogerfooger Phaser and I've tried and owned quite a number of them. It's the warmest and most tweakable phaser I've ever experienced. The Red Witch Deluxe Moon Phaser is awesome too, however it sounds more hi-fish then the Moog. The Boss PH-1 phaser is very warm sounding too, however it has a very small phase sweep range and its pretty hard to get one in a decent condition.
I recently picked up an Option 5 Destination Phase and I'm quite happy with it. It seems to specialize in the slow and lush sounds that I like best, and has a sort of rich, warm hi-fi quality (doesn't rat out on the peaks like some). Plus it has stereo outs that make for some interesting possibilities.
Though it is about 50 clams more than your budget, I'd definitely save a little more and go for the Diamond Phaser. Great sound and quite tweakable - both from the knobs/switches as well as an expression pedal. Slowest LFO speed is 0.2Hz - a five-second phase.
The following is near-unobtanium and outside of the stated budget, but I thought you might appreciate some phaser pedal porn.

Yep, truly a phaser mini-synth in a pedal. #24 of 24 mkII units made. Took 9 months to build. Here is a pic from the builder.
Just played my enterprise phaser from vfe. I don't think I'll need another phaser. Nice suprise is the vibe setting. I love it. Great build quality. This has so many differents shades.
