Why come dual HB guitars (Say Hamer fr'instance) that have V,V, T arent wired from the factory so that each volume works independently of each other? Instead, if the switch is in the center, and the rear pup pot is turned all the way down, when I turn up the front knob I get no sound either. And when the front one is all the way down and the rear vol knob is turned up, you can barely hear anything and what you can hear is muddy and muffled. Why does it come from the factory like this?

Standard Gibson type wiring. If you want them to be separate you just move the hot wire from the pickups to the middle lug of the volume pots. Wire to switch goes where the pickup wire was. In other words swap the two wires on each volume pot. Then the volumes will operate independently.
