What does it mean when I am seeking permission to cover a song and it says "we can provide you 100% of the licensing?" I did a quick internet search at Harry Fox and before I continued with my credit card I want to know what I'm getting into. What might it cost? It sounds like I can record the song and pay no royalties?? Help! Thanks.

If a song has already been recorded by any other artist, including the writer, you don't need permission to record it.

Instead, there's what is called a 'compulsory' license. You record it, and IF you sell any copies, you can sign up with Harry Fox Agency, which pays the compulsory mechanical royalties to the writers. Since 2004, the statutory mechanical rate is 8.5 cents per song per CD.

If you're not selling the CD yet, you don't need to pay anyone anything.

You don't need to pay anyone just to record a song IF the song has already been recorded.

If it has NOT been recorded, by the writer or by anyone else, THEN you need a license in advance.

PS - if you still don't understand this, I will be happy to get $300 an hour to explain it to you, but you'll have to come to Michigan. ;)
