White noise from Ampeg VL-1002

My Ampeg VL-1002 has a baseline level of white noise that is beyond what I think is normal. The noise is constant and happens even with no guitar plugged in and/or the master volume turned to 0. It gets louder as the master volume goes up, but only to a certain point, then it levels off. I tried different power tubes - no change. Using the dB meter on my phone I was able to see that a preamp tube change (the "mixer" tube after the reverb) quieted it down a little, but not dramatically. The amp got re-capped in 2006 by the previous owner, but I'm not sure if that's enough time for the caps to go or if this noise is even the "bad caps" noise (audio sample below). I plugged a Peavey Classic 30 into the same power strip to A/B the noise level and it has much, much less background noise at roughly the same volume setting, so I don't think the wiring in the house is to blame (I've had the problem in other buildings too). I also tried the v1 12ax7 from the Peavey to see if maybe it was a factor, but no change. In the past I've cleaned the pots, jacks, and tube sockets, which quieted weird crackles and the like, but this noise has pretty much always been there since I bought the thing 5 years ago.
