Since I more or less did this, I will answer.
I moved to Europe earlier this year and the only thing I brought was my guitar. It's an epiphone anniversary SG with p90's. I bought it for 250 used and it's the favorite guitar I have ever owned, beating out some 1500-2000 guitars.
So using that as a base, here is what I ended up with
Epiphone SG: $250 used
Boss Katana 100 combo $250 used
GA-FC switch: $100 new
Zoom MS-70: $109 new
TC polytune2: $60 new
M-audio expression pedal: $20 new
cheapo pedalboard/case: $20 new
cables: $50 new
heavy duty rollaway hand truck to get it all around town on the train/bus: 49$ new
Money well spent. I used to have gear valued 5 times as much and I wasn't this happy with it. It's a great time to be a guitarist.

I like to buy new as much as possible but I know my way around a strat (service wise) to the point where it could be in just about any condition and I can make it a player.
That's pretty easy, it's basically my current rig with a different guitar! Boss Katana amp, volume pedal, and whatever kind of used decent hollowbody I could find (my main guitar is a Gretsch 6118 so a much cheaper guitar along the lines of that). DONE!

I was going to say pretty much the same thing - a FlyRig5 + PowerEngine 60 is my practice rig and I like it a lot. You can get a FlyRig 5 used on ebay for <$200, so I'd have a bit more in the guitar budget...

At 53, I'm also pretty old school.
And creating/simulating a band's original music through recording DAWs has no drama, compared to any band I've been in.
You may stop gigging, but you should NEVER stop writing.
Plus, the Logic drummer doesn’t show up late or drink your beer.
Probably some form of Ibanez electric. I own a JS, and an AF75 hollowbody and both play great. Or some Fender, maybe another Tele, Strat, or Jag.
I might buy another form of Cube, or a THR, or some amp with built-in good effects. Haven't played a Katana yet.
Epi 339 and a Roland Blues Cube and I'm set. Any leftover $ would go to a tuner

If that's the case I'd buy a couple of used Agiles -
a Telecaster Style and a ES 335 style. Which around here
would run about $500 for both.
I'd buy a Valvetronix AD120VTX with the VC12 Foot Controller.
They can be found on Craigslist by desperate to sell owners
for around $400.
At that point I would gig the snot out of the setup - after a period I
would access whether I really needed more gear - and adjust
I'd try very hard to first find another used Explorer as they are essentially the only guitar I bond very well with. Unfortunately, that would likely blow my budget. So failing that, maybe look to something used from Schecter like a diamond series C1 as I think they are pretty good guitars for the money and I prefer fixed bridges. Then I would get a used combo amp with the leftover money. Given that the Schecter could be had for maybe around $300, I could easily find something useful with the $700. Possibly even afford extra's like a tuner, wah and maybe a delay pedal.
I can't speak to 1970, but it is still '72 to me!
For the gear, I would get a Squire Tele, and the cheapest used tube amp I could find that still sounded good, and spend the rest on an acoustic.
These hypotheticals alway leave me scratching my head. It seems if I have such a severe monetary restriction I have bigger worries than being able to play music again. Some of my first questions: Why am I limited to only $1,000? Why am I so unemployable? What other financial obligations do I have? Did the entire economy collapse? Do I still own my home? Do I still have electricity?
